Effective human resource management is crucial for the banking sector to cope with digital transformation and talent competition. This study aims to analyse the implementation of Human Resource Management practices at Bank Pembangunan Daerah Jawa Timur, Terbuka, based on its 2023 Annual Report and Sustainability Report. Using qualitative content analysis, this study identifies, describes, and analyses various human resource management programmes officially reported by the company. The findings indicate that the implementation of human resource management practices at the bank is structured and aligned with modern theory. This is reflected in the adaptive talent acquisition strategy through various recruitment programmes, the use of e-Learning for digital competency development, the implementation of Balanced Scorecard-based performance management that aligns individual and organisational targets, as well as competency-based remuneration policies and comprehensive pension programmes. The study concludes that the bank has successfully balanced operational efficiency with competency development and employee welfare.
