This research aims to determine 1) the influence of HR competency, SIM, Regulations, Internal control sistems on the effectiveness of regional aset management in Meranti Islands Regency. 2) determine the influence of HR Competency, SIM, Regulations on the effectiveness of regional aset management which is moderated by the internal control sistem in Meranti Islands Regency. This type of research is quantitative. Research population. The population of this research is Regional Apparatus Organizations (OPD) within the Meranti Islands Regency Government, totaling 33 Regional Apparatus Organizations (OPD). Meanwhile, the sample consisted of 99 employees from 33 OPDs. The data analysis technique uses SEM analysis.

The research results show that HR competency does not influence the effectiveness of regional aset management in Meranti Islands Regency. The implementation of management information sistems, regulations influences the effectiveness of regional aset management in Meranti Islands Regency. The internal control sistem does not moderate the influence of HR competency, management information sistems and regulatory compliance on the effectiveness of regional aset management in Meranti Islands Regency.
